The restraining order is a story item and document in The Forest.
Theory
It was issued against Dr. Mathew Cross, at the behest of Jessica Cross, ordering him to have no contact with either her or their daughter, Megan Cross.
It does not state why the soon-to-be-ex Mrs. Cross felt that a restraining order was necessary, but given the player's discoveries about Dr. Cross over the course of the game, one can guess.
Trivia
There happens to be a real Pringle Township in Canada, but it is in Ontario rather than British Columbia.
